Action Plan: Steps to Enact Amendments

  • Step One

    Public review and input—the “online” People’s Convention. Goal is 100,000 votes per state, 5 million total, 70% minimum Approval votes to go forward to Step Two.

  • Step Two

    Petitioning of legislatures in each state to petition Congress to call for a “Limited” Constitutional Convention, to consider only the Amendments in the Bill of Public Service and Accountability, with no edits or changes, and no other topics to be considered.

  • Step Three

    Congress must call the “Limited” Constitutional Convention if two-thirds of the states (34 states out of 50) pass identical legislation requesting Congress to do so.

  • Step Four

    Representatives from each state to the “Limited” Constitutional Convention will review and vote either yes or no to adopt the six Amendments in the Bill of Public Service and Accountability as a package, as instructed in the identical bills passed by the individual states.

  • Step Five

    The six Amendments in the Bill of Public Service and Accountability must be ratified as a package by three-fourths of the state legislatures (38 of 50) to take effect.

  • Step Six

    Following ratification by three-fourths of the states (38 states out of 50), the provisions of the “Citizen Rules” would be incorporated into the Constitution and implemented as appropriate.
